If, if...we don't even know if OP ever gave them any permission. It may be a hacker. There's a concept known as "last clear chance" where if someone didn't cause the bad thing that happened, but did have a clear opportunity to prevent it happening, they share culpability.
In this case, yes the bad actor emptied the bank, kicked people, and made nasty remarks in MOTD.
But if OP knew they had perms and had fallen out with them, OP should have removed the perms
While I feel for the OP (none of us were there, so we don't know if the level of "falling out" they had rose to the need to remove all permissions of an officer) and I hope ZOS takes action, I also want to point out that those screenshots include words and phrases that wouldn't last 30 seconds if typed in a post here and also there's name & shame going on.

Had something like this happen in 2019 and they got off scot free luckily it was only 300k gold and a bunch of junk in the guild bank I mass reported the person screenshot the bank history etc and I don't think they were ever banned and never got my 300k back hope its different in your case.
