Yep been over 10 years now. Except now it's exacerbated by subclassing. It used to be only 1 class had the flappies running around town. Now every class can add to the debacle.

I'm wondering if they could use the Companion tech that auto de-summons an active Companion if you summon an Assistant, and then automatically re-spawns the Companion when you de-summon the Assistant.
Make it so that, if you have Sorc pets active, they get auto de-summoned if you step within the bounds of a town, and then auto re-summoned when you leave that town.
Sorcs do not need their pets in town, so this wouldn't be inconveniencing them at all, since everything would happen automatically.

Exactly. But I wouldn't mind if they made it so that we can toggle other players' pet visibility in towns. Much like what they did for crafting stations but applied to a much wider area.
That way those who like the feeling of a busy town can enjoy bears and flappies, and others can toggle it off if they don't like it.

I actually disagree here. The bear can be really problematic as well eg when you're trying to steal things, because people just sit there with it and happily go through their inventory (or whatever it is people do while they leave their mess lying around, their nails perhaps?) while its posterior literally covers the furniture you're trying to steal from!

Pets in town should not bother you, if you directly aim at something it will aim through the pets. This works for crafting stations and daily quest turn-ins.

I mean, I get your point and all those pets can be annoying but this part made me laugh out loud. Pretty sure there's nothing in the TOS of any game that guarantees you a certain amount of viewing pleasure tailored to yourself.
Giant flappy winged bird people destroy the tone, and vibe of every town and city they are in. Its very common to see 2-3+ in populated areas, and even 1 is often enough to draw all visual attention away from the rest of the setting.

Daedric summons are a lore-essential part of TES games, and are a part of the tone of Tamriel. If you are being bothered by a few daedric summons, then I'd say it's less a ZOS problem and more a subjective taste problem.
Having said that, I would support an invisibility setting on the individual's side to not see them in towns, as I said before. Optional settings are the magic get-along shirt we all need and love.
