These recent issues are different from the occasional positional desyncs that happen in the IC sewers especially around uneven floors with grates and water on the surfaces. The new issue is that enemy health bars disappear and they become unattackable. I encountered this in Summerset the other day: the health bars disappeared above a humanoid enemy NPC and a welwa (nothing had changed in the settings on my end), they got agrro'ed and attacked me, and I couldn't attack them at all. I run to reset them and noticed that the health bars were removed from other enemy NPCs in the area. I reloaded the UI but it didn't fix the issue, and it was only fixed when I relogged with my character. ZOS_Kevin could you please let us know if the team is aware of this?
I have been farming Bedlam Veil for the last week and this happens almost every single time I enter the portal to go to the first boss fight. It happened probably 80% of the time that I entered and seemed to affect my friends far less.

That being said, if possible, we'd love to see video footage of your gameplay leading up to the bug, beginning with your character's single target attacks functioning correctly, followed by gameplay leading up to the occurrence of the bug, and ending with your character's single target attacks no longer functioning as intended. Footage of all of these events, especially of all gameplay leading up to the bug, would be extremely valuable in helping us track down the cause of this issue.
