The use of in-game effects and lighting addons are allowed, but altering screenshots outside of the game with PhotoShop or other image editing is not permitted for this contest.

In popular Housing communities, lots of people are discussing not entering at all because of this section. I'd guess it's related to acceptance of the prizes, e.g. our address would be required if we win and accept a print, or likeness and voice obviously required if we agree to a video chat – understandable, though many of us would rather not be recorded, and especially not have that recording shared publicly.
But the language really appears to overreach.

Thanks for pointing that out. In my personal opinion that is over the top outrageous. I can only speak for myself but I'm not going to agree to that.
Since the other potential refuseniks and I already have builds and/or screenshots I would suggest that some guild offer a parallel contest to this with same or similar categories and small prizes and with no overbearing requirements. I have zero chance of winning either way but at least it would slightly justify the work I already put in.
