"Safe to log out"

Something that's always puzzled me is what the game means when it says "Safe to log out". Like if I'm in Mournhold and I hit Log Out or Quit it just goes right off, but if I'm in the open world or some of the other cities/towns it does that countdown when you log off and if you hit quit it "warns" you about not having a safe log out.

So what exactly does it mean? Safe from NPC's? Safe from data corruption?

    Safe from enemy npcs, yes.

    I think it's a hold-over from old fashioned MMOs where dying meant losing levels and equipment, they made you wait to log out to make sure you wouldn't be attacked when you first logged in.

    ZOS hired a lot of veteran MMO developers and took a while to get the game design sorted out, so my guess is systems like this were put in place before they had decided what the penalty for dying would be, or possibly just out of habit.
