Launcher "Updates", then Shuts Down without Updating

I was unable to play ESO today because the launcher kept failing to update. Running the launcher shows a progress bar and the "Updating..." text, and after the progress bar completes, I see the text "Shutting Down..." and, well, it shuts down - it should start back up on its own as per usual launcher updates, but it never does.

I was able to circumvent this for a few days by running the game directly from the "eso64" executable, but now the game will not let me log in; I get a message after entering my login details telling me to update the un-update-able launcher in order to play.

What gives?

    I managed to fix it by doing the following:
    • Open the latest launcher log file and look for the line showing the filepath to a "temp" folder (a series of random numbers and letters).
    • Copy that filepath into Windows Explorer and try to open the launcher executable there.
    • If it still isn't working, then delete the folder mentioned above containing the launcher executable and restart the launcher.

    It works for me when I run the launcher as an administrator.

    I fixed mine by downloading the latest installer and running it instead.
