My ESO Launcher suddenly stopped working

I get this error message when I try to run the ESO Launcher.

"Argonians have fat, scaly tails." —Rissa Manyclaws.
"Once upon a time there were three sisters: Delicious, Delightful, and Disgusting. Now, Delicious and Delightful were both very pretty girls..." —Brendalyn Jurarde.
"I smell to the nobility." —Indrasa Avani.

The problem might be on my end. My D (hard disk) drive might no longer be working. That's where I installed ESO because my SSD C drive was only 128 GB.
