Since Update 45 click on "Play" returns "eso has stopped working" within 1s

Since update 45, when I start ESO via the Steam Launcher and click on "Play" the screen turns black and 1s later crash report "eso has stopped working".

Environment:
Operating System: Windows 11 Pro 64-bit (10.0, Build 26100) (26100.ge_release.240331-1435)
Language: German (Regional Setting: German)
System Model: MS-7C91
Processor: AMD Ryzen 7 5800X 8-Core Processor (16 CPUs), ~3.8GHz
Memory: 32768MB RAM
DirectX Version: DirectX 12
Card name: NVIDIA GeForce RTX 3080 Ti
ESO Launch via: Steam

Description:
I start ESO via Steam.
I've updated to Update 45 (Fallen Banners) without Problems.
When I then click on "Play" the screen turns black and 1s later I get the crash report: "eso has stopped working"

Action Taken:
- Performed ESO repair at +8 times
- Rebooted multiple times
- Removed all AddOns
- Performed Windows 11 Updates
- Performed Nvidea Geforce Driver update
- Performed the "What do I do if ESO is crashing with a black screen after I press Play?" guide.
- Device Manager Shows no other GPU than my 3080 TI
- Updated Visual C++ (both x64 and x86)
- Run eso64.exe and zosSteamStarter.exe in compatibility mode as admin.
- De-installed ESO, removed the ESO directories and Re-installed ESO

Nothing helped. Starting ESO via zosSteamStarter.exe always ends in "eso has stopped working".

When I start the Bethesda.net_Launcher.exe or the RestartHelper.exe , I get to the Login Screen.
So eso64.exe seems to work with the other Launcher. There seems to be a problem with the zosSteamStarter.exe .

I've also run windbg on the dmp files and it shows:

    - Windows Firewall: Allows ESO and test with disabled Firewall failed.
    - Antivirus: Allows ESO and test with disabled Antivirus failed.

    Problem resolved.
    Last Actions:
    - Reinstalled graphic driver with "Clean Installation" to reset config (didn't fix)
    - Deinstalled Steam, which deinstalled all games including ESO.
    - Ensured that Steam and ESO folders (both) are fully removed/renamed.
    - Installed Steam.
    - Installed ESO for the 5th time.

    Fixed.
