Game Shows Running but never displays

The game had always worked fine for me but after uninstalling it once a few years back I haven't been able to get it working, The launcher will open and the game instance will appear on the task manager but the game wont appear on the screen. When trying to kill the process the eso64.exe says that I don't have permissions to kill the process.

Tried everything uninstall and reinstall, fixing the game files through steam and through the launcher

Tried adding exceptions to firewall

Tried elevating to system permissions to kill the process but still to no avail

Tried adding rights to my user to kill the process

Tried the shell

Tried reinstalling windows

Tried raising a ticket with support but the only thing we managed to figure out is that... for some reason the game does behave normally on test users on the same computer just not on my main user. Its a pain to have to switch users every time I want to play. Is my user just borked or cursed? Anyone had a similar issue? Any and all help is appreciated.
